Role and Responsibilities
1. Leadership & Reporting:
• Report directly to the CEO on day-to-day quality management activities.
• Serve as the company’s representative on the QMS (Quality Management System) Committee, reporting on all quality assurance matters, including quality performance, risks, and areas for improvement.
2. Development and Maintenance of Integrated Management Systems:
• Develop, implement, and maintain an Integrated Management System (IMS) that includes quality, Occupational Health & Safety (OHS), and environmental management in line with ISO 9001, ISO 14001, and ISO 45001 standards.
• Ensure the IMS is effectively communicated, implemented, audited, and continuously monitored to align with customer requirements, industry standards, and regulatory compliance.
3. Quality Assurance and Control Procedures:
• Establish and enforce quality assurance (QA) and quality control (QC) procedures across all phases of projects (engineering, procurement, construction, and commissioning) to ensure materials, construction processes, and final deliverables meet technical specifications and client expectations.
• Oversee the development of Inspection and Test Plans (ITPs), ensuring they are strictly followed during each project phase.
4. Internal Audits & Continuous Improvement:
• Plan and execute regular internal audits of the QMS across the organization to assess compliance with both company and industry standards.
• Identify opportunities for continuous improvement in quality processes, resolving non-conformities through root cause analysis and implementing preventive measures.
• Lead the company’s participation in external audits, ensuring full preparedness and successful certifications or renewals.
5. Supplier and Subcontractor Quality Management:
• Oversee the qualification, assessment, and approval of suppliers and subcontractors, ensuring they meet the company’s quality standards and contractual obligations.
• Monitor vendor performance and subcontractor activities, ensuring timely and effective resolution of any quality issues or non-conformance reports.
6. Inspection and Testing Supervision:
• Oversee all inspection, testing, and validation activities to verify that materials, workmanship, and processes adhere to project requirements and industry standards.
• Ensure final product quality and conformance certificates are delivered to the client, along with accurate and complete documentation.
7. Risk Management & Problem Resolution:
• Identify potential quality risks during project planning and execution and proactively develop mitigation strategies to ensure quality standards are maintained.
• Coordinate with cross-functional teams to resolve quality-related issues quickly, ensuring compliance with project schedules and customer expectations.
8. Customer and Stakeholder Liaison:
• Act as the primary point of contact for clients, external bodies, and regulatory agencies on all quality-related matters.
• Liaise with customers to understand and incorporate their quality expectations, ensuring these are embedded into project planning and execution.
9. Quality Training and Communication:
• Ensure the quality message is communicated clearly across all levels of the organization, promoting a culture of quality awareness.
• Develop and deliver quality-related training programs for employees to ensure compliance with the IMS and a shared commitment to quality excellence.
10. Documentation and Records Management:
• Manage and maintain all quality-related documentation, including inspection reports, test results, non-conformance reports, and audit findings, ensuring traceability and compliance with client and regulatory requirements.
• Prepare and submit quality performance reports to management and clients, highlighting any deviations, corrective actions, and overall quality status.
11. Environmental and OHS Management:
• Ensure that the quality management system integrates environmental and OHS requirements, maintaining alignment with ISO 14001 and ISO 45001 standards.
• Monitor and ensure compliance with safety protocols and environmental regulations during all phases of project execution.

Qualifications and Experience:
• Bachelor’s degree in Engineering (Naval Architect, Marine Engineer, Quality, Mechanical, Electrical, Electronics, Chemical) or Material Science.
• A minimum of 10 years of experience in shipbuilding, offshore EPC, or related industries, with at least 5 years of leadership in quality management.
• Proficiency in both Chinese and English, with effective verbal and written communication skills.
• In-depth knowledge of ISO 9001, ISO 14001, and ISO 45001 standards, along with experience in managing integrated management systems.
