Role:
This is a full-time, onsite, ICT Executive Role in Umar Pulavar Tamil Language Centre. If you are selected,
You will work closely with the HOD / ICT and ICT Manager in Umar Pulavar Tamil Language Centre(nearest MRT- Farrer Park & Bendemeer) in the day-to-day activities.

Responsibilities:
A. General Roles & Responsibilities of the ICT Executive
i. Manage ICT Programmes at the UPTLC/ PD TL
The ICT Executive will project manage Centre-initiated projects and co-ordinate HQ project roll-outs for schools while ensuring that MOE policies, guidelines and standards are adhered to.
He/She will be required to provide project updates to the SH (ICT) and prepare any relevant documentations and guidelines pertaining to the project.
ii. Business Solution and ICT Planning
The ICT Executive will work with the SH (ICT) on gathering the ICT needs of the Centre and propose solutions that meet the requirements of the Centre’s technical specifications and market pricing of these solutions.
iii. Procurement of ICT/AV Equipment & Services
The ICT Executive will assist the SH (ICT) in purchasing ICT/AV Equipment & Services based on the Centre’s requirements (through bulk tenders, calling tenders & quotations)
iv. Manage ICT/AV Resources
The ICT Executive will assist the SH (ICT) in managing the Centre’s ICT/AV resources such as the replacement and condemnation of ICT/AV equipment, and management of inventory and loan of ICT/AV equipment.
v. Work with other ICT Staff
The ICT Executive is required to assign work and oversee the Centre’s Technology Assistant (TA), as well as work with other 3rd party/ in-house ICT Trainers and any other ICT support staff at the Centre.
vi. Other Tasks
· The ICT Executive will be required to proactively scan the market for technology trends and new technology tools that support Teaching and Learning, and train and update the Centre staff.
· The ICT Executive will be a point of contact with MOE HQ for dissemination and co-ordination of ICT project -matters for schools.
· He/she shall raise any issues, concerns and feedback from the Centre on projects initiated by other divisions e.g. ETD so that prompt and effective actions could be taken by ITB to address these concerns and problems early.
· He/she needs to facilitate video conference & Webinar sessions through various applications such as MS Teams, Zoom, Google Meet, & Skype.
· He/she needs to support and collaborating with Host, Panelist, Trainer’s, assisting to participants for a large-scale meetings, conference, Special Events and Workshops.
B. Specific Tasks of ICT Executive of Umar Pulavar Tamil Language Centre
i. For the Centre
· Manage the Pupil Management, Report Booking, Mass SMS Function & e-Learning Portal in the Learning Management System (LMS)
· Manage the Centre Website with Premises Booking System
· Ensure project implementations adhere to MOE policies, guidelines and standards
· Provide progress updates of projects to the SH (ICT)
· Prepare relevant documentations and guidelines pertaining to the projects
· Troubleshoot and resolve incidents related to SSOE Services e.g. login issues, Tamil font issues etc.
· Work with SH (ICT) in preparing the ICT Masterplan annually
· Work on occasional Saturdays (compensated with time-off
· Ensure that long-leaves will be taken only during school holidays due to the nature of programmes at the Centre
· Assist the SH (ICT) to prepare drafts of Invitation To Quote (ITQ) specifications, Budget and AOR Forms
· Facilitate video conference & Webinar sessions through various applications such as MS Teams, Zoom, Google Meet, & Skype.
· Support and collaborate with Host, Panelist, Trainer’s, assisting to participants for a large-scale meetings, conference, Special Events and Workshops.
ii. For both the Centre and PD/TL
· Meet with vendors to discuss requirements or consult on ICT & AV equipment and services needed by the Centre & PD/TL
· Co-ordinate with vendors on schedules of delivery/repairs to be done
· Raise Service Requests (SR) for any ICT-related needs
· Manage content of Digital Signage display
· Prepare video-presentations for major events at the Centre like Speech Day and PD/TL Symposium etc.
· Provide logistics/AV support for Centre and PD/TL events like Camps, TL Seminar etc.
· Design e-banners, banners, booklet covers, bookmarks, LAN slides etc. for Centre and PD/TL activities.
· Assist in catering to the AV needs of the Centre (e.g., provide videography/photography service during events, set-up AV equipment, do video production (editing, producing)
· Assist users (both at Centre and PD/TL) in access issues with:
- HRMS
- VPN
- GeBIZ, etc.
· Facilitate video conference & Webinar sessions through various applications such as MS Teams, Zoom, Google Meet, & Skype.
· Support and collaborate with Host, Panelist, Trainer’s, assisting to participants for a large-scale meetings, conference, Special Events and Workshops.
Job Requirements:
· Diploma in ICT with at least 5 years of relevant ICT experience (please note that salary will be commensurate with the Personnel’s experience and educational qualification)
· Preferable to have at least 5 years’ working experience in MOE Singapore schools.
· User Administration, e.g., Account creation, Password reset, Management & Monitoring of Active Directory, Printers servers, Outlook, School Website & Portals, VPN, Wi-Fi, and Mobiles devices.
· Good ICT Technical knowledge to Configure, Install and Maintain School Owned IT equipment’s of End-User Devices - Hardware & Software.
· Experience in facilitating video conference & Webinar sessions through various applications such as MS Teams, Zoom, Google Meet & Skype. Also supporting and collaborating with Host, Panelist, Trainer’s, assisting to participants for a large-scale meetings, conference, Special Events and Workshops.
· Preferable to have experience in managing contracts for ICT projects, liaising with ICT vendors and project management.
· Good interpersonal, communication, planning, analytical and negotiation skills.
· Ability to multi-task, work both independently and as a team.
· Manage Departmental Assets and Inventory Documentation Maintains IT records tracking and update of licenses, Asset loaning and Distribution of IT equipment and area of responsibility.
· Assist with the facilitation of Departmental or Organizational Projects and the management of relevant vendors, work closely with technical teams to provide technical solutions.
· Provide End User Training and Guidance to colleagues to empower them with relevant ICT skillsets.
· Purchasing ICT Equipment & Services based on the school’s requirements (GeBIZ, through bulk tenders, calling tenders and quotations) and evaluating project on ICT budget utilization.
· Maintaining School Website: responsible for creating new landing pages, maintaining and updating website content, monitoring and optimizing website performance.
· Videography and Photography: responsible for setting up all equipment, planning camera angles developing a film's visual style, determining lighting and composition, capturing moments, and telling stories through Video, Sound, and Images. Covering Small or Big events, important occasions such as Annual Ceremony, New launch Projects, Prize Presentation, Graduation.
· Advance skills in Post-Production and knowledgeable in variety of video editing software.
· Act as technical focal point for IT Shared Services, Service Owners and end-users, analyse complex scenarios to provide technical support.
· Broad experience of IT with understanding of Networks, Servers, Audio/Visual, Smart Devices and Telecoms. Maintain PCs/laptops, mobile devices, IP phone systems, printers and peripherals, etc.
· Assist IT Business Partner in Shared Services Operation Management. Provide effective and timely day-to-day End-User device support, advice, guidance and diagnosis, and timely problem resolution.
· User support including software installation and configuration.
· Maintain accurate records of support requests, resolutions, and user interactions using appropriate ticketing systems or knowledge bases.
· Manage and review technical escalation on complex scenarios and incidents.
· Provide technical consultation and advice to users on End-User devices.
Summary:
Contract Period: From 21 November 2024 to 20 November 2025
Working Hours:
· Mondays to Fridays: 8:30am to 6:00pm, inclusive of 1hr lunch break.
· Service generally not required on Saturdays, Sundays, and gazette public holidays. However, service may be required on occasional Saturdays (will be compensated with time-off)
