Job Summary
The Operations & Engineering Manager is responsible for leading the overall technical operations, plant maintenance, safety, environmental compliance, and engineering project execution at all BWM plants, including LKT Recycling & Destruction Centre, GMC plant, Biochar plant, etc. The role ensures efficient material processing, maximizes resource recovery, manages capital expenditure projects, and optimizes cross-border equipment supplier relations (including China) to drive plant productivity, sustainability, and commercial performance.
Key Responsibilities
Plant Operations & Business Performance
- Oversee the daily operations of all BWM plants, ensuring smooth workflows, optimal manpower deployment, and maximum resource efficiency
- Achieve throughput, recovery rates, and operational output targets while balancing recycling and destruction business priorities
- Establish standard operating procedures (SOPs), monitor overall plant performance, and manage operating budgets to drive cost optimization
Engineering Project & Overseas Vendor Management
- Lead multi-disciplinary engineering projects, plant expansion initiatives, and major capital equipment upgrades from planning to commissioning
- Act as the primary technical interface with international equipment manufacturers (including suppliers in China) for machine specifications, factory testing (FAT), procurement, and site installation
- Oversee contractors, consultants, and equipment vendors to ensure quality execution and timely project completion
Plant Maintenance & Asset Reliability
- Establish preventive and corrective maintenance strategies to maximize machinery reliability and minimize operational downtime
- Direct troubleshooting, complex mechanical/electrical repairs, and emergency maintenance across plant equipment
Environmental, Health, Safety (EHS) & Compliance
- Maintain compliance with environmental legislation, operating licenses, permits, and ISO 14001 Environmental Management Systems
- Promote a strong safety culture, lead risk assessments, oversee environmental monitoring, and manage audits and inspections
People Leadership & Commercial Support
- Lead and mentor supervisors, engineers, technicians, operators, and administrative staff by establishing clear targets, performance evaluations, and training plans
- Support business development initiatives, commercial negotiations, and client technical reviews related to recycling and destruction services
- Prepare executive KPI reports and operational analytics for senior management and stakeholders
- Excellent stakeholder management, negotiation, and communication skills
- Ability to manage both frontline technical workers and professional engineering contractors
Qualifications & Requirements
- Bachelor’s degree in Mechanical, Electrical, Environmental Engineering, or a related discipline
- Over 11 years of engineering project management experience, with a solid background in industrial plant operations, recycling, waste management, or heavy machinery
- Hands-on technical background in machinery operation, troubleshooting, and asset maintenance
- Proven track record in managing multi-disciplinary projects simultaneously
- Extensive overseas vendor management experience, with demonstrated capability in liaising with international manufacturers, including suppliers in China
- Comprehensive understanding of ISO 14001, environmental regulations, and workplace safety standards
