This position exists to provide division-wide leadership, coordination, and operational oversight for the Food and Feed Safety Division’s (FFSD) electronic systems, business processes, and operational data. The incumbent serves as FFSD’s primary functional expert for system documentation, workflow mapping, requirements development, communications, issue management, and user acceptance testing across multiple platforms, including Salesforce, USA Food Safety (USAFS), Licensing Information System (LIS), SharePoint, MasterControl, Replicon and other supporting systems. The position ensures that FFSD workflows, business rules, system requirements, and operational documentation are accurately captured, consistently maintained, and readily available for use by program staff, MNIT, and system vendors. A major purpose of the role is to translate operational program needs into clear system-level requirements and communicate system updates, issues, and impacts to staff and leadership. The incumbent also conducts operational data analysis, identifies cross-system data discrepancies, and partners with staff to develop and coordinate corrective actions and reporting tools, improving the accuracy and reliability of FFSD’s program data. Operating with substantial independence, the position supports long-term system planning, continuity, and stability, ensuring that electronic systems continue to meet the division’s regulatory responsibilities, operational needs, and quality management goals.
Minimum Qualifications

A bachelor’s degree in information systems, data analytics, computer or information sciences, biological or chemical sciences, environmental health, food systems, business administration or management, or a closely related field; PLUS two (2) years of experience supporting or coordinating work involving electronic information systems, workflow documentation, and operational data management
OR
Three (3) years of experience supporting or coordinating work involving electronic information systems, workflow documentation, and operational data management.
AND
- Working knowledge of documenting business processes and workflows, including developing procedures, workflow maps, or data flow diagrams used to define licensing, inspection, training, and operational activities.
- Working knowledge of reviewing, interpreting, and validating operational data from enterprise systems such as USA Food Safety (USAFS), Licensing Information System (LIS), Salesforce, MasterControl, Replicon, SharePoint, or similar platforms, including the ability to identify data issues, errors, or discrepancies.
- Skill in coordinating user acceptance testing (UAT), system updates, and issue tracking with IT departments or vendors, including documenting test results and maintaining system issue logs.
- Proficiency using Microsoft 365 applications such as Outlook, Excel, Word, PowerPoint, SharePoint, and Teams for documentation, communication, reporting, training development, and collaboration.
- Ability to communicate clearly and effectively with technical and non-technical audiences to explain system functionality, workflow changes, data issues, and operational impacts.
- Ability to work independently and collaboratively in a systems-team environment; prioritize multiple tasks; make decisions using established procedures and program expectations; and provide limited operational back-up to the Food and Feed Safety Division (FFSD) Data and Systems Management Analyst for division-wide systems administration support.

Preferred Qualifications
- Master’s degree in information systems, data analytics, computer or information sciences, biological or chemical sciences, environmental health, food systems, business administration or management, or a closely related field.
- Experience developing cross-system workflow documentation, data maps, or business rules in an enterprise or regulatory environment.
- Systems administration experience with enterprise information platforms such as licensing, inspection, workflow, case-management, or quality-management systems, including USAFS, SharePoint, MasterControl, Replicon, or similar tools.
- Experience administering Microsoft SharePoint, including managing site structure, lists, permissions, and workflows.
- Proficiency using workflow-mapping or process-modeling tools such as Microsoft Visio, IBM Blueworks Live, Miro, or similar applications.
- Experience serving as a functional system lead or product owner for CRM, case-management, or licensing platforms such as Salesforce or similar systems, including reviewing Statements of Work and evaluating vendor deliverables.
- Project management certification or demonstrated experience coordinating project timelines, deliverables, workgroups, or system implementation activities.
